the GTA_SA.set file contains config information from the last time you played the game. Since you have reinstalled it may contain outdated information which the game is trying to use. It is created at the end of Each Game Session, so deleting it won't cause any problem, and might solve your problem. Since you have version 1.01 of the game, you need to download version 1 save games. However, you also must have the original main.scm and script.img because changing the scripts will cause save compatibility issues. If your game is an unmodified v 1.01, any of the version 1 (and only the version 1) saves in mikeswi's collection really should work. I managed to edit a saved map with the GTA San Andreas Save Game Editor and change my "first safehouse" to different areas, and then go ahead buy a new one and then just change my first safehouse again and do so. Yes, it should work as long as you login with your Social Club account. There was a similar thread a while back, in which a user mentioned that their saves were transferable between their iOS, MacOS and Windows devices. Just be aware that games like Vice City and Max Payne won't have cross-progress since they use iCloud instead of Social Club Game crashes in some parachute mission. If you have a pc and enough money to spend on the game from steam (not rockstar launcher cos it's not as good as the Steam version) then get the game and download and install a save file from the last mission you did. There's plenty of save files on the Internet you just have to type the mission and "gta sa pc save file" after and you should be
I don't think transferring gta_sa.set files work actually. But you don't need them either. Just start the game and save it, then go check the San Andreas User Files folder located in the C:\My Documents\GTA San Andreas User Files.

Open up the HEX editor and open gta_sa.exe from your GTA San Andreas install dir (!!! make a backup first of this file !!!) push CTRL+F. and search for the word `Personal` Once it found the word 'Personal' click on the first letter of this word. oops :/ I forgot to backup the save file since I only had 1 file and I kept overwriting after mission "are you going to san fierro" my game got that bug. And my progress was lost. Edit: Regarding the actual discussion, saves don't work between different versions. A save from the Steam version doesn't work on the 1.0 version, a save from the 1.0 version doesn't work on the Steam version, etc. So if you had any save on the Steam or 1.0 version it won't work on the new Definitive Edition version. .
